The letter (c)

I want to ask this question:
sometimes the letter(c)is pronouned as(k)like:
*car
but on other situations its pronouned as (s)
as
*necessary
is the reason that here its between vowels?or after or before them?

letter c is pronouned as (k) when it comes the first letter in the word like car,crime, calm ,cake, carry, cold....etc or not between vowels like school, scream..etc
and it's pronouned as (s) when it comes between vowels like necessary, nice,ice ..etc
except some irregular words out of this grammar like source ,cinema, because...etc
